Symptoms

There is no option to create a Document Splitter Skill in Vantage Skill Catalog:

Cause

This behavior is expected, as the Splitter Skill can only be created in Vantage Advanced Designer.

Resolution

Open Vantage Advanced Designer and use the Create Splitter Skill option to create the skill.
