There are two possible reasons for the issue.
Windows is missing important updates.
The License Server requires the KB2999226 update or the Microsoft Visual C++ 2015 Redistributable 14.0.24212. If you are not installing the Windows Update package, you can install the redistributable from the License Server\VC_Redist folder on the installation DVD-ROM.
Antivirus is blocking access to the license service files and folders.
Please make sure, that the following files and folders are accessible and add it to your antivirus exceptions:
- folder %ProgramData%\ABBYY\SDK\12\FineReader Engine;
- folder %ProgramData%\ABBYY\SDK\12\Licenses
Note: You can choose to use another folder for FineReader Engine data folder instead of ...\ABBYY\SDK\12\FineReader Engine. In this case, you will need to create this folder during installation, ensuring the same access rights. Pass the path to this folder as FREngineDataFolder parameter of the InitializeEngine function or method of the IEngineLoader interface
