According to internal tests macOS 10.15 does not let FineReader actions to be launched in Automator. Applications and Folder Actions could be created and will function properly after they were saved. Please read the following article with instructions how to create a Folder Action on macOS 10.15.

If Folder Actions and Applications were created on macOS 10.14 and then macOS 10.15 was installed over Folder Actions and Applications should work correctly as well. If they don't please let us know creating a support ticket.
