Images skip the Verification stage in FineReader Server 14

Images skip the Verification stage and go straight to the Indexing stage, even though the workflow contains a Verification stage.

This problem occurs when the export format for processed files is set to an image format (TIFF, JPG, JB2, J2K .tiff, .jpg, .jb2, .j2k) or image-only PDF. Since documents are saved as images, there is no text to verify and the verification stage is skipped automatically.

This issue can be resolved by changing the export format to one that contains text (.TXT, PDF, .RTF, .DOC, .DOCX).
