Symptoms

The error is thrown when the hardware license is being activated.

Cause

CodeMeter drivers are not installed and/or the LicensingSettings.xml file is configured incorrectly. 

Resolution

1. Install CodeMeter drivers which are delivered with the FineReader Engine's distributive.
2. Try to set EnableCodeMeterLicenses parameter to "yes".

   </LocalLicenseServer>

   Locations where the LicensingSettings.xml file needs to be updated:

   C:\Program Files\ABBYY SDK\12\FineReader Engine\Bin[64]
   C:\Program Files (x86)\Common Files\ABBYY\SDK\12\Licensing

Note: The Licensing Service should be restarted each time the LicensingSettings.xml file is changed in the containing folder (C:\Program Files (x86)\Common Files\ABBYY\SDK\12\Licensing)
