Symptoms

We discovered in our Cloud API behavior, that the documents with certainly recognized character under 100% (99%,98%,...) are not exporting without verification.

Cause

This happens due to the Workflow settings.

Answer

Set up the option highlighted on the screenshot below according to your needs. For all documents to be able to export without the Verification, set it to 100%.
Project > Project Properties > Workflow tab
