How to fix the error  "Morphology dictionary for the Dutch (Belgian) language was not found.", when Training a Classifier Batch?

Try changing the regional settings for the current language for Non-Unicode programs from "Dutch (Belgian)" and switch to "Dutch (Netherlands)" in Control Panel - Regional Settings., restart the computer, and try the training again. The error should no longer appear, and the training should be successful.
