I need to get the metrics of the training process such as Precision, Recall, and Individual field confidence levels.  Is this possible with API calls or with the help of the Administration & Monitoring Console?

Nothing like that is available at the moment. Field Extraction/Classifier Training Batches in Project Setup Station is the only place where you have some visibility and control over the training process.
