Is there a way to send images that are recognized on the project setup station to verification stations?

Answer

The Project Setup Station is the station where projects are created, set up, and debugged. It is not designed to send images to verification or any other stages in the workflow. For that, you can use Hot Folder import,  Scanning Station, or API.
