Answer

There are no dedicated tools for checking the availability of the Licensing Service but it is possible to create a service that will be running one of the API calls that do not require full engine initialization - for example, the GetAvailableLicenses() method of the Engine object.

If you will get a correct result from that call then the Licensing Service is working correctly.
