How to fix a "0% done" state for FineReader Server 14 jobs

Symptoms

FineReader Server 14 jobs hang for a while with a "0% done" state:

At the same time, all FineReader Server 14 services are up and running:

Cause

This issue may be caused by a turned-on VPN connection.

Resolution

In case of existence, temporarily disable the VPN connection and check if the behavior changes.
