Is it possible to install FineReader PDF with a Standalone/Per Seat license on a terminal server? 

Answer 

The Standalone/Per Seat license type does not imply installation on a terminal server.

For FineReader PDF with the Standalone license type, only local installation is possible. The program with the Per Seat license can be installed both locally and on the network.

Installation on a terminal server is possible only for Concurrent and Remote User licenses.
