Symptoms

The user cannot edit or create any skill.

Cause

Skill Designer or Tenant Administrator roles are not granted to the user.

Resolution

To check it, the tenant administrator should open the user's properties and grant needed access:

If this user still cannot edit skills, try to log out from the account and log in again.
