My goal is to not find Header and Footer and instead use simple Group elements. Is it possible to replicate the Header/Footer behavior with Group elements?

No, it is not possible. Header and Footer elements are used to find the beginning and the end of the multipage documents. It is built-in logic. The simple Group elements can't be used to find the beginning and the end of the multipage documents.
