After upgrading the system from a 4 CPU Intel system to 8CPU AMD, we get the error "There are no licenses on 127.0.0.1".

We have not changed any settings on the computer. What could this issue message mean?

This error message means that there are no licenses on the server or they are not available for the License Manager.
