Auto selecting the Footer Page multi-page FlexiLayout

Hi 

I've been having a issue were if i test a layout designed on a 2 page document on one that's three or more pages it fails to detect the Footer unless i change the minimum page value in FlexiLayout> Properties to 3 (or whatever the last page number is). I've read through  "Matching a multi-page FlexiLayout". And still am having not luck is figuring out how to get FlexiLayout to auto find the last page. 

Any tips/ idea?
