You can't really process 1 file at a certain time but you can setup a particular workflow to run only at a certain time. Please open up your Workflow Properties. Look at the General tab. There you should see the option to "Run on schedule" All you need to do is set it up to your preference. Then drop image into that input folder and it will only get processed during the time you specify.
