As you know, empty page detection in FC project is used to separate documents while they are being imported from some location. So to access this option you should open (or create) corresponding Image Import Profile (e.g., for FC Standalone, Administration Station it is Project->Image Import Profiles) where you first specify image source, then specify how images will be loaded, and then set up document separation with empty pages (see attached screenshot).
