I selected the option "Page image over the text" for pdf documents but the output document always loads the text first and then layers the image over. Is there a way to remove this picture loading delay so that the text is not visible?

May I add a question in this context. I'm using ABBYY FineReader 14 OCR Editor but every question here seems to deal with something called Flexicapture which I now nothing about.

for Recognition Server you may try to edit the RS settings file (Configuration.xml) and set the FastPagePreview parameter to TRUE (please see the Help file how to work with configuration file). This can help to speed up PDF files opening.
