how to ignore spaces between two paragraphs

Hello,

I have following scenario: I have 5 signal page document, each document has a similar section like below:

paragraph 1

paragraph 2

paragraph 2 in each document is very easy to locate, so I first find paragraph 2 in each page, then I use paragraph 2 as the reference to find paragraph 1 (basically in paragraph 2 "Relations" tab, set Above and Below), this logic is working in 4 out of 5 documents except one document. because in that document there a lot of spaces between paragraph 1 and paragraph 2.

So my question is how to ignore the spaces or I am on a wrong direction to extract paragraph 2?
