When connecting to a FineReader 14 server over the web via SOAP, I am able to run and retrieve results from the GetVersion and GetReleaseVersion operations.  However, when I run the GetWorkflows operation, I get the following SOAP error:

Server was unable to process request. ---> ABBYY FineReader Server is not available:
The client has successfully connected to the server, but the server is not running.

I'm thinking that since the GetWorkflows operation takes as a parameter the serverLocation, perhaps I have entered the incorrect value for that?

Is there any other explanation why I can run some operations but not others?
