Hi!
Highlight and Underline toolbars show eight default colors, with one selectable.
Is there a way to add / increase the displayed colors? So that I could have more than eight there?
Additionally, any way to enable customization for colors beyond the single eighth drop down? So that I could have
My custom Red
My Custom Blue...
defining the colors on my own, and, hopefully, able to add more to the toolbar than eight.

Just so I'm clear:
The maximum number of highlighting colors on the toolbar is eight.
Of these eight, seven are fixed / unchangeable by the user.
One, the eighth one is changeable.
No other colors can be added to the toolbar by users - eight is the total.
Am I right?

Yes, you're right: there are 7 predefined and fixed, and one custom to choose from the dropdown list.
