I need to create an ODBC connection between ABBYY Flexicapture and an IBM AS400 Server so I can build rules based on the data of my AS400 db.
Can you show me how to do this ?

There are several ways to do this. Keeping in mind that FlexiCapture can use any ODBC data source, download and install the AS400 ODBC driver. Create an ODBC DSN (data source name) to connect to the database using the ODBC driver, and reference that ODBC driver from FlexiCapture tools now - a dataset, a DB connection or script. For example, in a dataset take a look at the screenshot here:
Now reference that dataset in a field rule. You could also create a direct connection to the DB in a Database Check rule.
There are other ways but I would try this first. Depending on how you set it up, the ODBC may need to be installed on the App Server, the Processing Stations, or Verification Stations that would use this ODBC.
