We are trying to extract the Arabic Handwritten text using ABBYY FlexiCapture. Can you help to understand whether any External modules /plugin available to support Arabic Handwritten text recognition ICR ?

Arabic ICR is not available in FlexiCapture 12. However, it is possible to use a third-party recognition engine for it, if there are any that support Arabic ICR. The implementation of a recognition using a third-party engine may be a complex task, so if you'd want to have a ready-to-use solution created by ABBYY professionals, I recommend requesting a quote from ABBYY Professional Services. You can do this using the web form on the following page: https://www.abbyy.com/professional-services/.
Generally speaking, such recognition should be implemented using the recognition script: https://help.abbyy.com/en-us/flexicapture/12/distributed_administrator/script_recognition/.
