Is Fine Reader Engine 12 compatible with Windows Server 2022 ?
Documentation only mentions :
Windows Server 2019, Windows Server 2016, Windows Server 2012, Windows Server 2012 R2 with the April 2014 update rollup (KB2919355), Windows Server 2008 R2 SP1

Thank you for pointing that out.
The newest version of FineReader Engine 12 for Windows do support Windows Server 2022 (Licensing Service also).
You can find the most up-to-date information at the System Requirements article of the Online Developer's Help.
