This error normally happen if the AFL file or exported FlexiLayout Project is corrupted or the name is too long.
Try this:
Re-export the FlexiLayout Project and try to use a simple name say "test" and also make sure that you export it as AFL file.
and that you are uploading the right AFL file.
If the issue persist, I would recommend to raise a ticket to ABBYY Customer Support.
