  Hello,
  Reason for such behavior could be in flexilayout structure.
  
  Could you please attach the source FlexiLayout Studio project of the used flexible section with some sample images in it? We need to examine the multi-page and Header/Footer settings of this project.

  This is a simple test i've made.
  One PDF has a blank page in the middle and one doesn't.
  Both work fine in the FlexiLayout Studio.
  In the FC Engine, it doesn't find the element below the blank page.

  Try adding Header and footer logic, maybe thats the case
