  If this text is really small, you can try using field recognition settings and clear garbage of specified size in pixels.
  
  Or adjust your flexilayout project. In flexialyout you can use objectcollections in order to capture objects of specified size and adjust recognition area according to them.

  Are you using ABBYY Recognition Server or ABBYY FlexiCapture? If the location of small text is fixed, I would use templates to eliminate the are of small text from full text recognition: both products allow to set the template of the area that should be recognized at each page. The field recognition settings will work only at field recognition step, while full text recognition may be already too slow, but the idea to use image preprocessing operations like despeckle to clear small text is great If we are talking about Recognition Server I would try "Special mode for technical drawings" in settings - this mode is intended to deal with a lot of tiny details at the image. So, maybe more details will allow to answer more exactly
