What is the recommended dot size for dotted text boxes that are to be despeckled? I am looking for the dimensions for a single dot. If memory serves me, I think it was .133 mm X .133 mm.

The recommended raster dot size is 0.39 pt (0.137 mm), so you use the proper value.
Do you have any issues with recognition?
We recently decided to start using light pastel colored paper. It seems because there is less contrast between light blue and black than white and black, the dots appear slightly larger in the image file after being scanned. I plan to reduce the dot sizes so that they are larger enough for the person filling the forms to see the boxes, but not so large as to not be despeckled.
We can use a setting on the scanner (Fugitsu) that will drop out the back ground color, but we'd prefer not the change the scanner profile if possible. We scan 300 dpi black and white tiffs.

1. Check if the dropdown “Marking type” has the value “Grey boxes”.
2. Try to find the best value of garbage size for despeckling.
