Error while configuring DB during installation

I created new database and using connect to existing database.  I am getting below error while setting up the database during installation

Cannot configure database. Could not find stored procedure 'Settings_GetValue'. in method { call Settings_GetValue(?, ?, ?, ?, ?, ?, ?, ?) } Inner Exception: SOAP Server Application Faulted

Any advice and suggestions will be greatly appreciated.

    Hello,

    You should collect Windows Application & System Event Logs and send them to the regional support. Also please provide the issue description and describe the structure of your complex.

    This issue with windows firewall and its resolved by adding a SSMS into the allow rule

    I'm facing the same issue, running.

    ABBYYFlexiCapture12_Distributed_Release3Update2ForCloud_build_12.0.3.4053.iso

    I'm using SQL Azure Database
    Have tested with:
    1. contained user = db_owner
    2. regular login + user = db_owner
    3. sysAdmin login at the server level

    the ABBYY connection test is Successful
    the database deployment fails: 
    ABBYY FlexiCapture Web Services: Could not find stored procedure 'Settings_GetValue'. in method { call Settings_GetValue(?, ?, ?, ?, ?, ?, ?, ?) }

    David,

    This is a permission issue with the Application Pool that is accessing or creating the DB.  Please create a support case so that a support rep can get on the phone and look at your issue.
