I am creating a new Definition Document, but when I get follow the Wizard to create the new document, I am missing the option to choose between ICR and OCR (only later, within each field I create individually). Is this expected? Does it have to do with the version?

Yes, that is correct.
ICR is a very specific type of recognition, which should be applied carefully only for the required fields. That is why it's not to be chosen by default.
You may speed up setting up the field settings by selecting multiple fields and applying "Reading type" setting for all of the selected fields at one time.
