Technically the latest version of FRE as of 3/20/2021 is FineReader Engine for Windows 12 Release 4 Update 3. To answer your questions, Cloud OCR SDK is not always on the latest public release of FRE. There could be non-public release that are used to fixed certain issue or have new features.
