I have a set of projects developed in Oncloud license, Now client wants to move all of them to On premise version, Do we need any specific changes to do for the layouts?
On-Premise version we have is 12.1 and projects developed in Cloud 12.3, SO upgrade our on-premise tp 12.3 will work for this?

Yes it the project should work once you upgrade your onprem to 12.3. Basically you can open older project but not newer project from the build version you are on.
