Answer

To correctly assemble the documents, Header/Footer must have at least 1 required element. If there are several possible values of Header/Footer, it is necessary to create a Group element and add the possible variants into this Group. Those elements must be optional and the Group element itself must be required with a minimum 1 found subelement.
